Final Legacy is a multi-mode action game where players assume the role of the captain of the ship Legacy. The primary objective is to destroy the missile bases controlled by the Warmongers while protecting friendly cities from attacks.

The game features four main modes, selectable via joystick: command mode, navigation mode, torpedo mode, sea-to-air mode, and sea-to-land mode. In navigation mode, players view an overhead map indicating their position and effective range, allowing them to target enemy ships, missile bases, or friendly cities for refueling. Fuel consumption only occurs during navigation.

Torpedo mode activates when within range of enemy ships, requiring players to align targets using an onboard scanner while avoiding enemy fire. Different enemy ship types include heavily armed warships that pursue aggressively, moderately armed hunter ships, and weaker intelligence ships that do not chase the player but may reveal hidden missile bases when destroyed.

Sea-to-land mode is used for refueling at friendly cities or attacking missile bases. Players must position crosshairs accurately to dock or to target missile launchers, with the consequence that firing on bases may prompt missile retaliations against cities.

Sea-to-air mode allows players to control a weapons satellite to intercept incoming missiles aimed at cities. The game offers a secondary short-range defense attempt if the first interception fails.

Throughout all modes, enemy ships can attack the player’s vessel. The game’s difficulty levels affect factors such as the presence of hidden missile bases and fuel management.
