Casino Empire, released as Hoyle Casino Empire in some regions, is a business simulation game developed and published by Sierra Entertainment in 2002 for Windows PCs. Players take on the role of a casino operator, tasked with constructing and managing arenas inspired by Las Vegas resorts. The goal is to generate revenue, attract high-roller clientele, and build an empire of increasingly prestigious casinos.
Gameplay offers two primary modes: Empire Mode and Sandbox Mode. In Empire Mode, players progress through eight preset casino locations, each with objectives such as reaching a target profit, improving casino rating, or meeting guest satisfaction metrics within a given timeframe. In Sandbox Mode, players enjoy unlimited freedom to design and manage casinos without specific targets, offering more relaxed, creative play.
The game features an isometric view of the casino floor and a variety of staff and amenities to engage. Players hire security, waitresses, showgirls, and custodians to keep operations running smoothly, as well as entertainers to boost attraction. The casino exterior can also be customized with decorative elements like roller coasters and fountains to entice visitors.
Casino Empire received mixed to average reviews. Critics praised its engaging theme and initial charm, including humorous celebrity impersonator interactions and familiar tycoon-style gameplay. However, many noted limitations such as a lack of camera control, missing minimap, repetitive gameplay, and difficulty handling large casinos — drawbacks that hindered long-term enjoyment.
