It is a spiritual successor to the original Operation Flashpoint: Cold War Crisis from 2001, although this entry was developed without involvement from the original developer Bohemia Interactive.

Set on the fictional island of Skira, the game portrays a conflict between U.S. and Chinese forces over natural resources. The campaign allows players to control a squad leader in a U.S. Marine Corps fireteam, with missions focusing on realistic modern combat tactics, open-ended objectives, and large-scale battlefields. The game emphasizes authenticity, with bullet physics, realistic damage, and tactical movement playing a crucial role.

The PlayStation 3 version of Dragon Rising offers both single-player and cooperative multiplayer modes. Players can command AI squadmates or play co-op with friends. Competitive multiplayer supports up to 8 players online, with modes centered around team-based objectives rather than traditional run-and-gun gameplay.
